What is the Northern Village of Sandy Bay Financial Controller?
The Financial Controller is an appointment by the Minister of Government Relations intended to assist Village officials by providing direct control over municipal expenditures and liabilities, to establish necessary financial controls for the Village.
The Financial Controller is responsible for ensuring available funds are appropriately directed to deliver critical municipal services, address immediate priority financial obligations, stabilize the Village’s financial situation, and establish a fulsome accounting of the Village’s financial situation.
Pursuant to the authority granted to the Minister of Government Relations, a Financial Controller has been appointed for the Northern Village of Sandy Bay since November 2023.
This means that the independent financial authorities and powers of the Village council have been suspended, and these powers and authorities are provided to the Financial Controller.
Why is there a Financial Controller?
The Village has a history of not following legislative requirements and lacking proper financial oversight by previous councils. As a result, the Village is facing serious ongoing cash-flow problems, has outstanding debts owing to the Governments of Saskatchewan and Canada, and is receiving reduced municipal revenue sharing grant funding.

Why is the Village office closed?
The Village Office has been closed, as it has been determined that regular office hours are not necessary at this time. This action has been taken while the Village addresses ongoing compliance matters.
It has taken many years for the Village to reach its current circumstances, and, due to limited financial resources, as well as critical expenses related to water and sewer system maintenance and fire protection services, recovery will require time. Moving forward, certain operational changes will be necessary to ensure the Village can effectively address these challenges and restore stability.
What does it mean when the Village office is closed?
When the Village Office is closed, it means only the administrative office is closed to the public. This affects the two administration staff members who normally work in the office.
The Village itself is not closed and is not closing. All other Village staff continue to work as usual, including the water treatment plant operators.
The Canada Post office remains open and will continue operating as normal.
There is no need for concern. Please do not panic or rely on rumors. Essential services are continuing to operate.
How long will the Village office be closed?
At this time, the duration of the office closure is unknown. Reopening will depend upon the completion and review of updated financial statements and a thorough assessment of the Village’s financial position.
How do I pay a tax, hall rental or water bill to the Village?
While the Village Office is closed, residents may submit payments using one of the following methods:
- By Mail: Payments may be mailed to Box 124, La Ronge, SK S0J 1L0. Please ensure your account information is clearly indicated to ensure proper processing.
- By Online Banking: Payments can be made through your online banking by adding the Northern Village of Sandy Bay as a Payee under Bill Payments.

When a Financial Controller is appointed and granted direct authority over municipal expenditures and liabilities, the role of the Mayor and Council shifts, but it does not disappear. The role typically includes acting as representatives of the community, monitoring progress toward financial recovery, keeping residents informed about municipal matters, and assisting with setting strategic direction for the Village.
